PCCC Partners with Niue Government to Develop GCF Proposal on Food Security

Alofi, Niue March 25-27, 2025, the Pacific Climate Change Centre (PCCC), in collaboration with the Government of Niue conducted the phase two training on the fundamentals of project development and implementation with the focus to develop a Green Climate Fund (GCF) Simplified Approval Process (SAP) concept note focused on building climate resilient food security for Niue.

Alofi, Niue March 25-27, 2025, the Pacific Climate Change Centre (PCCC), in collaboration with the Government of Niue conducted the phase two training on the fundamentals of project development and implementation with the focus  to develop a  Green Climate Fund (GCF) Simplified Approval Process (SAP) concept note focused on building climate resilient food security for Niue. 

The 3 days training is a follow up to first training delivered in 2024 to strengthen the country's institutional capacities, project management, and implementation for long-term climate action. The key outcome of the training includes practical knowledge and skills in project planning, implementation, and management. Participants gain skills in project planning and design, as well as in preparing climate change adaptation projects focused on building resilience for sustainable food security in Niue.

Mrs Felicia Talagi, Director of the Climate Change Office Niue expressed gratitude to the PCCC for responding to their request and stated that the training practical approach leading to the formulation of the GCF SAP concept note is an inclusive approach to project design and formulation that consider realities on the food security priorities of Niue. 

Participants for the training included environment and climate change office, depart of agriculture and fisheries, climate change office and private sector representatives. The training was facilitated by the PCCC staff and a climate finance expert and covered session on the role of PCCC in climate finance training for the Pacific Island countries and introduction to the PCCC led climate change regional legacy initiatives to strengthen climate action in the Pacific. 

Mrs Ofa Kaisamy, Manager of the PCCC in her remarks alluded to the capacity building and training role of the centre that supports climate change action. She further stated that such inclusive and targeted training approach is a model the centre will be using to deliver climate finance access training to the Pacific Island countries. 

The training introduced information sessions that provide a context to  the global and regional climate finance landscape focusing on the GCF and AF, progress on the Niue readiness project and new GCF readiness support modality. More specific session introduced participants to the GCF simplified access process (SAP) modality and the climate change impacts on Nie to inform the  climate change rationale for the Niue food security concept note. Lecture sessions also focused on the introduction to the project development cycle, the problem and objective tree analysis and the logical framework formulation and developing a project schedule and budget. 

The training provide participants with the information and tools leading to the formulation of Niue GCF SAP food security project concept note. The main outcome was the Niue food security  GCF SAP concept note framework which will be further developed and refined for submission to the Green Climate Fund.
