The Niue Government Project Management Coordination Unit is the NDA and implements the Readiness project to support Niue to better plan and manage engagement with the GCF in order to access funds to address the climate priorities. In order for the NDA to effectively execute its function and for the Niue stakeholders and GCF to understand how this function is delivered on, a handbook has been compiled and developed.
The Handbook is a crucial tool to guide the NDA in engaging stakeholders and groupings. It sets out the functions, roles, and responsibilities of the NDA as well as the governance and institutional arrangements for the appraisal and approval of project ideas, concept notes and full proposals to access the GCF. The handbook also provides the step-by-step review and approval process and templates for project advocates to complete for submission to the NDA.
Through planned stakeholder consultations, this process helped internal stakeholders gain some understanding of the functions and roles of NDA and the processes to follow and access the GCF. “Appreciate to understand clearly the process to access climate funding and have a deeper understanding of the role of the Niue NDA and our country internal processes.” (Sue Kulatea, Project Manager PMCU).
The Readiness projects are supported by the Secretariat of the Pacific Regional Environment Programme (SPREP) who will support implementation of the projects as the GCF Delivery Partner.
Green Climate Fund Readiness Programme provides countries with up to $1 million each year to support countries to: strengthen country capacity, engaging stakeholders in consultative processes, realising direct access, providing access to finance, and mobilising the private sector.
