WARSAW—Participants in the latest U.N. climate-change talks have agreed on a final draft plan that would encourage their governments to present their voluntary greenhouse gas emission targets and action plans in 2015.
The plan, mapped out by a special working group at the 19th Conference of Parties to the U.N. Framework Convention on Climate Change (COP19), was adopted at a plenary session Saturday. ...
