COP 19: Japan deals fresh blow to summit as it slashes emissions targets

Japan is today facing a wave of international criticism after diplomats at the Warsaw Climate Summit confirmed the government will drastically water down its official emissions reduction target for 2020.

In a move that had been widely trailed but will still be seen as a major blow to the UN negotiations, Chief Cabinet Secretary Yoshihide Suga announced in Tokyo that the country would now aim to cut emissions 3.8 per cent against 2005 levels by 2020. The move represents a massive U-turn on the previous government's stated goal of cutting emissions 25 per cent against 1990 levels, with the new target equating to a three per cent increase on 1990 levels. ...
