An emergency manager in the Pacific is hopeful that countries will cope with disasters better now that climate change and disaster risk groups have come together for this first time this week.
The Director of Emergency Management of the Cook Islands Charles Carlson says there are many resources tied up in both types of NGOs and smaller countries like his have led the way with combined departments and legislation.
