The low-lying Marshall Islands have criticised Australia for backsliding on its climate ambition, saying its actions were not helping work towards a treaty to combat global warming.
The criticism comes as Japan said it will scale back its greenhouse gas emissions targets for 2020, dealing United Nations climate negotiations in Warsaw a significant blow.
