Monitoring and evaluation enhance the effectiveness of UNISDR Asia Pacific secretariat assistance by establishing clear links between past, present and future interventions and results. Monitoring and evaluation can help an organization to extract, from past and ongoing activities, relevant information that can subsequently be used as the basis for programmatic fine-tuning, reorientation and planning. Without monitoring and evaluation, it would be impossible to judge if work was going in the right direction, whether progress and success could be claimed, and how future efforts might be improved.
The purpose of this Framework is to provide a consistent approach to the monitoring and evaluation of the UNISDR Asia Pacific secretariats' Programmes and Projects, so that sufficient data and information is captured to review the progress and Impact of UNISDR Asia Pacific secretariat interventions in the Asia Pacific Region. Lessons learned will also be used to inform best practice guidelines.
An overarching Monitoring and Evaluation Framework is being developed for the Accord as a whole. As part of this, Programme and Project level results indicators and performance measures have been drafted and key evaluation questions identified.
This Framework sets out the proposed minimum monitoring and evaluation requirements to enable effective review of the UNISDR Asia Pacific secretariat and also inform the overall monitoring and evaluation of UNISDR Global secretariat in Geneva.
