COP28 will convene in the United Arab Emirates (UAE) in November 2023. COP28 UAE brings the world together at a critical moment for global transformative climate action. The United Nations Climate Change Conferences are yearly conferences held in the framework of the United Nations Framework Convention on Climate Change (UNFCCC). They serve as the formal meeting of the UNFCCC parties (Conference of the Parties, COP) to negotiate and agree action on how to tackle climate change, limit emissions and halt global warming. The United Nations Climate Change Conferences are the world's highest decision-making body on climate issues and one of the largest international meetings in the world.
The host of the 28th United Nations Climate Change Conference, or Conference of the Parties (COP28) will be the UAE (United Arab Emirates). COP28 UAE will provide a milestone opportunity for the world to come together, course correct, and drive progress to keep 1.5C within reach - so we can meet the goals and ambitions of the Paris Agreement.

The third session of the Intergovernmental Negotiating Committee to develop an international legally binding instrument on plastic pollution, including in the marine environment (INC-3), is scheduled to take place from 13 to 19 November 2023 at the UN Environment Programme (UNEP) Headquarters in Nairobi, Kenya.
The session will be preceded by regional consultations on 12 November 2023. Also as decided by the Committee at its second session, a preparatory one-day meeting will take place on 11 November 2023, at the same venue.
As of 1 October 2023, the zero draft text of the international legally binding instrument, prepared by the Chair of the INC, with the support of the Secretariat, is available here in the six UN official languages.

To discuss the guidance toward ensuring strategic alignment of ‘Greening of the Games’ support with the Solomon Islands Government’s ‘Safe and Green Games Strategy
This is a follow up activity of the previous regional training in November 2022 on the same topic for participants of project countries (Fiji, Kiribati, Niue, Republic of Marshall Islands and Tonga) and Sa-moa which were not part of the first training.
This face-to-face training aims to:
• Advocate for the value of the Pacific tailored impacts analysis (iA) methodology covering applications and lessons from other (5) project countries of their experience in institutionalis-ing parts of the impacts indictors to track adaptation progress and contribute to existing na-tional adaptation planning process.
• Review collated data from country profiled activities done beforehand to give practiced con-fidence in the utilisation of the impacts database as means of knowledge management and storage, linked to where it will be stored in the Pacific Climate Change Portal.
Objectives
- Provide technical advise and support to the PSIDS delegations and lead coordinators;
- Provide coordination support to PSIDS coordination meetings;
- Provide advise to the PSIDS Chair - Palau on PSIDS coordination meetings including setting the agenda, coordinating inputs from PSIDS lead coordinators for thematic streams, reporting including compilation of PSIDS records of meetings;
- Facilitate wider PSIDS bilateral meetings; and
- Attend SPREP bilateral meetings with donor countries and partners.
Expected output:
- Well supported and coordinated One CROP support to PSIDS delegations;
- PSIDS engagement in the negotiations strengthened through well developed technical briefs, regular updates and sharing of information across thematic streams, and with AOSIS and G77+China;
- Bonn session outcomes that address at least two PSIDS concerns;
- Clear gaps and issues highlighted based on what will come out of Bonn session to inform PSIDS deep dive sessions including other preparatory work for COP28;
- Some opportunities to engage with donor countries and partners in the lead up to COP28;
The next Implementing Partners Management Group (IPMG) meeting will take place in Fiji during the week of March 13-17, following the COSPPac2 Regional Tides Workshop (scheduled for March 6-10). TCC meetings for PSLGM and CliDE/CliDEsc will also be held in conjunction with the IPMG meeting, hosted by our partners at SPC in a location to be announced.
• Advocate the application of impact analysis methodology with DECEM and share Impact Snapshot results from Nukuoro to targeted audience on Pohnpei as means to leverage its application in strategic planning process(es) for the cross-cutting climate change sector.
• Support setup of field-tested impacts analysis indicators in identified stakeholder groups with practical approach to replicating the use of “light version” of iA methodology with emphasis on water security measures for a different island type setting.
• Hold the final GCCA+ SUPA steering committee meeting (1.5 days duration, Sessions 1, 2 and 3) to review:
- National achievements,
- Overall delivery of GCCA+ SUPA:
- Completion of overall Key Result Areas
- Project budget, current and projected expenditure
- Closure plan
- Exit strategy
- End of implementation period
- Sessions 1, 2 and 3 are for GCCA+ SUPA participating countries, partners and implementing agencies only.
• Hold a marketplace where GCCA+ SUPA countries can share and showcase their achievements with partners, stakeholders and students in Palau (0.5 day’ duration, Session 4).
• Provide an opportunity for the GCCA+ SUPA Palau team to showcase and share their achievements with participants from other countries (1-day duration, Session 5).
• Interactive and participatory exchange of lessons and experiences on “Scaling up Pacific Adaptation to Climate Change” between the GCCA+ SUPA participating countries and with the European Union and other development partners and stakeholders in the region (2 days duration, Session 6)
The Australia Pacific Climate Partnership invites participation in the Training of Trainers (ToT) Workshop for the Knowledge Brokering Support Program (KBSP), which will be delivered in partnership with the Australian Commonwealth Scientific and Industrial Research
Organisation (CSIRO), followed by the Climate Change Capacity Building Tool Consultation. The ToT will be held 24-27 April 2023 at the Moana Anglican Services and Teaching Centre in Suva, Fiji, and the Consultation will be held 28 April.
The KBSP collates tools, processes and case studies to help knowledge brokers mainstream climate change and future uncertainty into their programs. The KBSP toolbox is useful for NGOs, government and private sector individuals who are involved in decision-making at community, provincial and national levels.
This workshop aims to train representatives from key organisations across Pacific to be able to deliver the KBSP in order to enhance knowledge brokers’ capacity and competencies, enabling them to work more effectively and knowledgeably with partners, and improve the resilience of the communities they work with.
The Climate Change Capacity Building Tool is an example of a specific knowledge brokering tool and we welcome your feedback on the needs of the PCCC with regards to its development and capacity building for your organisation’s stakeholders.
Tonga is one of the fifteen Pacific ACP countries where the €12 million EU funded Intra-ACP GCCA+ Pacific Adaptation to Climate Change and Resilience Building (PACRES) is building capacity to adapt to Climate Change and build resilience. This work is being implemented by the Secretariat of the Pacific Regional Environment Programme (SPREP) with the Department of Climate Change in the Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications (MEIDECC), Government of Tonga.
The PACRES project supported Tonga with the following (under MOU and PA):
(i) Assist in the development of climate change and disaster resilience information and knowledge management products to enhance community awareness;
(ii) Manage the uploading and updating of information and knowledge management products on the climate change portal;
(iii) Research and make recommendations on consolidation of climate change, disaster management, resilience building, and other information and data sets held by government ministries and agencies, the private sector, NGOs and communities in Tonga; and
(iv) Engage with SPREP to identify good practice and lessons learned in sharing information on the impacts of climate change and ensure relevant information from Tonga is also available on the Pacific Climate Change Portal.
Introduce existing regional knowledge brokerage initiatives, tools, and processes in the Pacific. Explore country level knowledge brokerage related activities and opportunities. Identify synergies both in-country and regional initiatives to inform the development of a Knowledge Brokerage Community of Practice.
This is a follow up training from the previous virtual training program Enhancing climate resilience and safe water access in rural areas in the Pacific delivered in May 2022 under the Project for Capacity Building on Climate Resilience in the Pacific (CBCRP PCCC ). This is to strengthen capacities of the practitioners in the Pacific working on climate change and water sectors.
