The Adaptation Fund was established under the Kyoto Protocol of the UNFCCC. The Fund finances projects and programmes that help vulnerable communities in developing countries adapt to climate change. Initiatives are based on country needs, views and priorities. The fund will finance programs and projects whose principal and explicit aim is to adapt to climate change and increase climate resilience. Decisions on projects will take into account the criteria identified in the Strategic Priorities, Policies and Guidelines of the Adaptation Fund and the Annex 4 to the Operational Policies and Guidelines including: i) Level of vulnerability, ii) Level of urgency and risks arising from delay, iii) Ensuring access to the fund on a balance and equitable manner, iv) Compliance with the Environmental and Social Policy of the Fund, v) Lessons learned in project and program design and implementation to be captured, vi) Securing regional co-benefits to the extent possible, vii) Maximizing multi-sectoral or cross-sectoral benefits, viii) Adaptive capacity to the adverse effects of CC. The Fund is financed in part by government and private donors, and also from a two percent share of proceeds of Certified Emission Reductions (CERs) issued under the Protocol’s Clean Development Mechanism projects.

The Adaptation Fund Board accepts and considers project and programme proposals throughout the year on a rolling basis.
